Important Reminder on VGP Annual Reports
As per compliance requirements of the U.S. Environmental Protection (EPA) Agency’s 2013 Vessel General Permit (VGP), vessel’s VGP Annual Reports are due online via the eNOI system to the U.S. EPA no later than February 28, 2025, for vessels covered under the 2013 VGP for any part of calendar year 2024.

Important points to note for 2013 VGP Mandatory Electronic Reporting/Submissions
The 2013 VGP requires electronic submission of Annual Reports, NOIs & Notice of Terminations (NOTs).
- CDX Registration: Register in EPA’s free online system (EPA's Central Data Exchange (CDX) ) to submit electronic reports. If you registered for the 2008 VGP you must update your registration to submit 2013 VGP reports.
- Submit Annual Reports, NOIs & NOTs on eNOI system: Once registered, submit Annual Reports, NOIs and NOTs, on the eNOI system (EPA’s 2013 VGP eNOI System) using a CDX username and password to login. You may submit multiple reports at a time using a batch upload function.
- Vessel owners/operators are required to submit an Annual Report for each year that they have active permit coverage. Annual Reports must be completed each calendar year and submitted by February 28 of the following year. Vessel owner/operator shall complete the Annual Report form provided in Appendix H of this permit and submit it to EPA electronically.
- Waivers from the eNOI system are available in very limited instances, as detailed in Part 1.14 of the 2013 VGP, only after EPA written approval.
